One trick photographers use when they have to check equipment is to put a flare gun into the case and declare it when they check in. Flare guns are considered firearms so it'll get labeled as hazardous and (supposedly) be treated more nicely. I haven't tried this myself but it sounds fun.

Tie a knot in each leg of a pair of pants. Put one bottle in each leg and cram other clothing into the legs around the bottles for padding. Fold over the top of the pants and put them in the middle of your suitcase.

If the TSA baggage screening area is in public view, tell them you want to hang around until the bag clears. If they know you're watching them open your suitcase for inspection, they're more likely to repack the bottles properly. Otherwise they'll probably just throw the bottles on top of everything.
